Exact copy of a DVD minus the Region Lock

Description of problem or question:
Hello everyone.
I was wondering if HandBrake is capable of making an exact DVD duplicate that can be burned to a blank DVD but it be Region Free?
I have a DVD that I purchased from England and I would like to burn it to a blank DVD disc without it being region locked here in America.

Hi,

This is my first newbie post/question.

Let's say I have a couple of Macs networked with an AppleTV. If I change one Mac to region 2, would I be able to convert a region 2 DVD on it with HandBrake, then move it to the region 1 computer and be able to play that MP4 with AppleTV on devices that are set to region 1?
