Resizing without encoding

Description of problem or question:

Is it possible to just resize a video (for instance because is one of those terrible enlarged ones to 1920x1080 althogh originally 4:3, just to fit 16:9 TVs) and save it as 1440x1080 without the work of re-encoding?

HandBrake version (e.g., 1.0.0):

Operating system and version (e.g., Ubuntu 16.04 LTS, macOS 10.13 High Sierra, Windows 10 Creators Update):

Many (MacOs and Windows

Since it's just distorted, some players like VLC can fix the aspect ratio.
