Fallback encoder customization

Description of problem or question:
For my audio selection behavior I have Auto Passthru as my desired track, but I occasionally encode videos that do not support it, so I have Opus as my fallback encoder. Handbrake selects Opus correctly for these titles, but I've noticed it doesn't apply a consistent bitrate. One title defaulted to 64, another to 96, etc.)

I'm not sure what logic it's using to select the bitrate, but I can't figure out how to customize it. I can change it manually, but this is cumbersome when there are a bunch of titles all using the same codec. I could change the selection behavior itself, although I'd rather not lose my usual defaults.

Is there a way to adjust the fallback encoder behavior so I don't have to worry about accidentally leaving in arbitrary values?
