what am I doing wrong?

Handbrake has not defaulted to reading DVDs for over a decade. On Linux, the default setup will NOT access a DVD unless forced to, and the non-standard versions offered by a number of vendors will require vendor-specific changes to work... as well as those vendor-specific versions work.

Tools like MakeMKV (available for Linux) can remove copy protection from the media, and leave you with a file that can be read by handbrake.
