VP9 2 pass encoding. Target bitrate of result file differs of entered settings

Description of problem or question:

When I try to encode any file to VP9 2 pass with defined bit-rate (1000kbit/s) result file has very different bit-rate: 4931 kb/s. Input source doesn't matter (see log 00001-vp9_encode_05.13.2022 21-44-30.txt for example).


Steps to reproduce the problem (If Applicable):

Try to encode any file to VP9 with my settings from log (1000kbit, 2 pass, veryslow or placebo). See final final bit-rate is very different form 1000kbit (5 times).


HandBrake version (e.g., 1.0.0):


HandBrake 1.5.1 (2022011000)

Operating system and version (e.g., Ubuntu 16.04 LTS, macOS 10.13 High Sierra, Windows 10 Creators Update):

Microsoft Windows 10 LTSC 64bit, 1809 (10.0.17763)
