Tips on encoding cartoons from DVD (NTSC)

Hi I am looking for some tips on encoding some cartoons on DVD (ntsc) format.
I have read through much of presets used.
My main problem is the image is very soft and I am looking at trying to enhance without introducing to much noise.

I have interlace detection set to default, and deinterlace set to decomb (default)
I have tried decomb set to EEDI2

the image is ok without interlacing, but very soft.

Any suggestions on settings to try?

The unfortunate thing is that removing the interlacing and telecine has a tendency to soften the image, because you are reconstructing half frames into full frames.

The best I've done without a lot of work is turning OFF Comb detect and Deinterlace set to Bob (under Filters), and setting the Video frame rate to "variable", "Same as source".

The normal DVD-targeted presets have Comb detect set to "on", which can give some additional speed, but it can also miss some interlacing that should be fixed.
