Description of problem or question:
I have version 1.3.3 portable running fine on Windows 10 x64.
When I unzip version 1.4.2 portable for Windows 10 x64, it says I need to install some .net. Where can I download 1.4.2 portable that includes the .net like the version 1.3.3?

Both 1.3.3 or 1.4.2 are "partial" portable builds.
1.3.3 did not include .NET Framework. It was part of Windows 10, and if your on the May 2019 release or newer, you didn't need to install anything.
1.4.2 now uses .NET core which does not ship as part of Windows and is not included in the portable build. It must be installed separately. This isn't something we can ship I'm afraid so must be installed separately.
