I would like to ask how to convert 4K HDR10 to 1080p SDR. I read somewhere that it is necessary to set the filter: colourspace - BT.709 to preserve colors. Is it true? Is there anything else you need to adjust so that the result is in the right colors?

Nope, that's the only filter you need for HDR -> SDR conversion.

And what happens if I use colourspace BT.709 for a 1080p Blu-ray disc? Will the original colors be preserved? Will there be a change in color (does anyone have experience with whether the colors will be better or worse?) and a slowdown in coding?

I'm not 100% sure. You should really use separate settings/presets for HDR sources vs. SDR ones like Blu-ray
