Video with ultrahigh framerates

Description of problem or question:

Every so often I encunter a video at extremely high framerates. Previously I dealt with one around 1000 fps; currently I've got one, according to Handbrake, at 529.101 FPS. When I reencode I set it down to 23.976, but still it takes several hours to reencode. I searched online for these types of framerates to try to figure out wht'as going on, but no luck. I'd really like to know. Can anyone help me out here? Is the framerate really that high? What causes it -- how does someone create a video like this? Thanks.

Added note -- as I was working on this entry, the encode finished abruptly although the time remaining had been over 9 hours. The resulting video appears fine with a new framerate of 23.976.

The frame rate in the file is lying. The bit rate is WAY too low for that frame rate.
[02:21:25] sync: got 204674 frames, 3613358 expected
Handbrake estimated the time based on expecting 3,613,358 frames (because of incorrect frame rate), but only found 204,674 frames in the file itself.

Ok, thanks. So basically I'll continue to ignore it as some sort of file damage to work around. Weird, though. Just got another one today. This one both VLC and Handbrake show as 410 fps. Here's the link to the video in case you're interested:
