Worth upgrading my CPU?

Hi all, looking for some opinions.

I'm currently running a 2600x on an MSI x470 Gaming Plus MB with 16gb of 3200 RAM and I'm getting around 15FPS when encoding a video.

My question is, will I see a dramatic improvement if I upgraded to a 3900x? A blu ray is currently taking between 3-4 hours to complete and I'd like to cut this down as I'm using handbrake more and more.

Dramatic, no.
I'm wondering if something else is causing your slowness.

Throwing more cores at it MAY speed things up, but... Are you seeing 100% CPU usage at that 15fps? If not, more cores won't help until you figure out where the bottleneck really is. Logs are needed to find that out.

With 6/12 cores, I don't think the processor is an issue.
Render times look slow to me, unless the required logs reveal a user choice of suboptimal settings.
