Can't open program because of preferance problem

When I went to open Version 1.0.7 today I could not do so a I got this message.

"A problem occured when trying to save your preferences.
Any settings you changed may need to be reset the next time HandBrake launches.
System.IO.IOException: The process cannot access the file 'C:\Users\Paul\AppData\Roaming\HandBrake\settings.xml' because it is being used by another process.

I'm using Windows 10 pro 64 bit.

What is problem & how do I fix it?
