Can't open program because of preferance problem

When I went to open Version 1.0.7 today I could not do so a I got this message.

"A problem occured when trying to save your preferences.
Any settings you changed may need to be reset the next time HandBrake launches.

I'm using Windows 10 pro 64 bit.

What is problem & how do I fix it?
