Video looks like it's under water (0.9.3)

I don't have an activity log, as this happens under a range of different settings and I can't put my finger on what is causing it. I know the source is good, because I can encode it using a legacy ATV preset and it plays back OK.

Basically, some encodes look like they're under water, or bits of the picture jump around randomly and are blocky. I'm only using the ATV so my settings are a little higher quality. I can't really see this in QT Player, only when viewing them on the ATV. After reading a boat-load of posts, Im leaning towards high B frames. I wanted to post here to see if I might be on the right track or if anybody else has encountered this.

Still need an activity log. If it happens under a range of settings, post logs of encodes using numerous different settings. But there can be NO (read: none at all, of any sort, other than asking for an activity log) support without a log, since that's where any and all pertinent information would be found.

Looks like it was weightb giving me the problem.

I had pretty high Reference frames and B-frames, and if I had Weighted-B frames enabled it destroyed the video. Once I scaled back on the ref and bframes the video started looking better. So I raised the values again and turned off Weighted-B. Presto! The video quality was beautiful. I made approx. 15 different tests, and each one pointed to weightb as the dirty little bugger.

I turned off Weighted B-frames until it gets fixed in a future HB release. In my case it not only was visible during fade in/out sections but also in lots of object/people shadows.
