how to get the same video quality when encoding h.265 from h.264?

Description of problem or question:
I've been running a lot of encodes and spending a pile of time on this but I'm having a hard time getting what I want. I have a pile of 4K h.264 videos (59.94 fps, 317kbps bit rate, 2 channel audio, 8 bit color) roughly about 1 to 1.5 GB in size, and I need to get the file size down as much as I can but retain video quality as close to the originals as possible. I've been converting them to h.265 HEVC with Handbrake and have been getting file sizes down to 300-400mb but I still see some artifacts with the compression. I've tried the fast and slow, and very slow encoder presets as well as fiddling with the constant quality. I'm doing variable framerate and FPS "same as source". Is there settings I should be doing to get near identical quality but the smallest file size? Thanks so much!

Unfortunately you will have to have some loss when converting, how much is acceptable is really up to you.

It sounds like you already have very compressed h264 files so you are probably not going to get much benefit from reencoding to h265.

thanks I'll just keep doing it by trial and error to see what's acceptable I guess.

317 kbps source for 4K? That's obscenely low to begin with, can you get higher quality sources? Otherwise your new encode is just trying to replicate the artifacts of the prior encode.
