I think you are trying to save the file over the source file. HandBrake usually warns you about it, and don't allow it, but the Movies folder in a sandboxed app is a link to the actual Movies folder, and so this check doesn't work. Try to change the destination folder.
Nope, this is not about saving in one or another folder. Everything worked fine before the update, as @shabatzz and said. Problems began after updating to last version of macos. I've tried different folders, settings and filenames, nothing works
It seems the XPC process that do the actual encoding can't open the file. Which is weird, and works on all my Macs running 13.3. Can you try the usual basic steps like deleting HandBrake and redownloading it again, and clearing its preferences and so on.

something strange really with filenames. it begins to encode, if I just try to rename (and even don't rename, just begin to rename and then use old filename), and then handbrake begins to encode. Really strange behavior

Resolved Issues
Fixes a regression in macOS Ventura 13.3 where a security check causes bookmark resolution to fail when the path contains Unicode characters stored with composed normalization. As an example, this prevented files in Finder from opening when double-clicked. (107550080)

Not related but... had to downgrade to 1.5.1 because 1.6.1 (on Ventura) was giving very low image quality regardless settings.
