missing "settings" on Mac Minis

Description of problem or question:
I searched all over the documentation on handbrake.fr, except for the developer stuff. We have two Minis: one is an i7 from 2020 that should support QSV; and one from last year with an M1, which should support Video Tool Box. Using a 720p60 video file from my Canon SL1, all of the Hardware Presets are grayed out on both machines. AFAICT, this is where you specify QSV or VTB (MF?). But when I go to the Video Tab, I do see Video Tool Box for the Video Encoder for the two machines. However, the i7 has the Constant Quality setting grayed out. So far, we have been using SW encode (with, of course, SW decode) and we've been getting about 1/5 native FPS--and we'd rather it be the other way around (i.e., 5x). So we're trying to do some experiments with know good clips with HW vs SW and Presets and other settings that will get us to the quality level we want and the transcoding speeds we need.

Note that I am not planning on using my M1 for transcoding; I am using it as another Mini to debug the i7.

As the activity shows, both are 1.6.1.

Operating system and version (e.g., Ubuntu 16.04 LTS, macOS 10.13 High Sierra, Windows 10 Creators Update):

The i7 (8th gen, 16GB RAM, UHD630 graphics) is running MacOS Catalina 10.15.7. The M1 (8GB) is running MacOS Monterey 12.6.3.

Note that writing down the i7's OS reminds me that Catalina is deprecated. I'm not sure if that affects the issue or not, but we may have to look into updating to Big Sur or Monterey.

There are no VideoToolbox presets yet, you can manually change the encoder to one of the VideoToolbox ones.
Every hardware encoder goes thru VideoToolbox on macOS, so that's your only option, and constant quality isn't supported on Intel Macs.

Thanks for the reply. It would be awesome if these little bits of info were in the documentation somewhere.
