Lower Framerate ?

Lower Framerate ?

I have a video in 60 fps. I tried lowering it to normal like 23.976 fps but it shows some lag. What framerate do I choose to make it look normal ?

Unless the source actually was a lower frame rate to begin with with duplicated frames, dropping frames will always result in some amount of stutter.

Some software may have frame blending algorithms that can reduce stutter (although they may also introduce some visual artifacts), but HandBrake does not.

Is there a framerate that may reduce the stutter, or make it as close to normal as possible?

Why do you want to make it not 60 fps?

It moves too fast, it looks sped up, unrealistic

HB can't fix that. You need something else like avisynth or ffmpeg to retime the frames.
