Take 8 Hour++ for a 1 hour of 4K 265 MKV 10bit WHY? also I am NO Intel Quick Sync Video support? WHY?

High res, slow encoder, even slower bit depth... gonna be slow.

Because software-based HEVC encoding is slow; since you only provided the scan log, we cannot make any further suggestions since we don't know what encoder settings you may be using. But 4K + HEVC will never be fast anyway.
Because you bought the wrong processor, apparently. Intel's QSV hardware is located on the GPU, and the i7-11700F does not have an integrated GPU:
