H.265 NVENC Bug?

Description of problem or question:
When using the H.265 NVENC I noticed no matter what I set the CQ to it give me the same bitrate (~20mbps). I've tried it on a few different files.
This is on a brand new install of HB.
I haven't used HB for ages but am now in need of it. I'm taking ProRes files and taking them down to 2.5K and making them H.265. I was expecting to get a 2gb file out of my 12gb ProRes file but I'm getting a 400mb file. If I switch over to the QSV option it encodes correctly and gives me different bitrates according to how I set the CQ.
