Automatically display video at double size?

In the old version of QuickTime Player Pro there was a parameter where I could set a video to display at a certain size, regardless of the size it was stored at. For example, the file could be stored as 640x360 pixels, but automatically displayed (in a viewer - QuickTime Player or whatever) as 1280x720

Is there a way to set this parameter in HandBrake?
