Faces are washed or shaded on large screen

Little history and description of my project:

I am attempting to take a few years of family videos shot on a Panasonic DV camera and store them on a NAS so family members can access for many generations.

The video (metadata of this .vob file at the bottom, below activity log) I am working from now is a DVD I burned from a DV Tape 10 years ago.
The log below shows where I currently am in balancing the three legged conversion stool; in order of priority for me - image quality, size of file and time to burn. The video to me seems excellent on an ipad and PC monitor. The problem begins when the video is displayed through Plex on a large OLED TV. All looks great except for faces. Faces are really one of the main reasons for doing this; to let future generations see and hear their ancestors. Someone on this forum described this problem best as looking like an Andy Warhol painting ( https://i.etsystatic.com/14842666/r/il/ ... 9_eid6.jpg ) of a face. It displays as two or three shades only with no realistic gradient of skin tone or detail.

Three full days have been spent trying to get the magic combination of Handbrake settings to solve this issue, so now I am hoping someone here can help. I feel like I am close, but need a little assist.

This project will be followed by 30+ DVtapes (I'll use WinDV to convert to .avi and Handbrake to convert to .mp4), then on to 40+ 8mm cassette films and finally to reel tapes. Needless to say, I'll have to get this right first.

Side question: I sent out the DVD to a professional conversion place to compare what the "pros" can do and their Metadata showed "isom" as a compatible brand. They used Handbrake 1.0.7 for the conversion. Is isom an old format? I could not find a setting to obtain isom as a compatible brand. More curious than anything.

DVDs are small enough, esp compared to DV, that I'd just keep the DVD rips from MakeMKV and not compress them further.

Thank you, mduell. I’ve made an mkv from the dvd and it looks great and can be streamed with Plex.
I made the mistake years ago of burning DVD’s from DV Tapes - at the time I didn’t realize I was downgrading quality. For the remaining DV tapes I have I will convert to .avi’s and then to mkv’s.

For the DV tapes, I'd convert to MP4 as was your original plan, I think support for MP4 will be longer/broader than MKV.

Will I not have the same problem with faces being blotchy?
Won’t I be back to square one looking for better handbrake settings to eliminate the Andy Warhol look?

mp4 and mkv are both just containers. When the same H.264 video stream is inside, it should be displayed the very same.

Do I have to go from DV Tape to AVI (using WinDV) to MP4 (using Handbrake) or is there a way to go from DV Tape straight to MP4 (which software?)?
