DVD with clearly erroneous 4:3 DAR transcode to proper 16:9

DVD with clearly erroneous 4:3 DAR transcode to proper 16:9

Description of problem or question:

DVD rip using MakeMKV with a "storage resolution" of 720x480, but a display aspect ratio of 4:3.

Everything is "squished" horizontally to essentially a square 4:3 aspect ratio, when played back in any media player by default. If I use VLC and press A then it goes to 16:9 and the scenes look proper.

I'm trying to get a Handbrake transcode to match the VLC 16:9 view by default.

The DAR for the file comes out 4:3 but clearly the film was meant to be 16:9.

I've tried to adjust using the "Dimensions" tab to get default playback to match what I get using the VLC 16:9 aspect ratio, but it just doesn't come out right.

Under the "Resolution & Scaling" section, I've tried changing the pixel ratio to 16:9 but that results in some weird resolution numbers, like 414x480 or 320x480. I've also tried adjusting the "Final Dimensions" fields for Display Size at the bottom of that tab, but that doesn't work out either when processing is done.

If anyone can give me some idea of how to get this film into its proper aspect ratio, I'd appreciate it.
