Help needed on compression settings to get under 2g

Description of problem or question:
Hi Im new and not a tech person at all. Ive got a bunch of videos for an online course. The course platforms are only allowing under 2g per vid. Ive tried handbrake and got most of the vids to half the gig size using the preset settings. I dont understand how it all works. Please help. The video is just me talking sitting at a desk. One camera records me and another desk camera as well to film what I am writing [teaching] so the background is static doesn't change only me moving a bit hands eyes etc. Please help in the simplest way possible as I dont understand the bit rate etc language thanks so much! Steps to reproduce the problem (If Applicable):
I tried to you tube how to reduce and fiddled with the settings. I went from preset to applying settings in this you tube video. It reduced it to above 2 gigs but i need it to under 2 gigs. Also I have a bunch of videos to go thru so I just need to understand the prinicples of the settings to know what to apply and when ...eg in this video i just now need a little bit of adjusting to get it to under 2g.

For this 1.5 hour video, use a target bitrate around 2700 kbps.

HI thanks, the online platform recommends 20 so thats quite a leap but will try it thanks... and the speed? Doesnt that affect it thanks

Will only impact quality with a target bitrate; slower is better.
