Whilst the GUI version WAS working - today I tried the CLI version - and now neither platform work!
Steps to reproduce the problem (If Applicable):
Source a Mp4 video file, remove the foreign scan from subtitle section, select ssa file. Set the output folder and name mp4, select encode
HandBrake version (e.g., 1.0.0):

My graphics card reported no errors (surely it doesn't rely on that as different people use different graphic cards) Also seems strange that it's trying to read a DVD library when working with mp4. And - unless the src is embedded within the app or HandbrakeCLI.exe, I have no 'src/libluray...' on my Windows machine
