Reducing video file size without losing much image quality

Description of problem or question:
What i'm looking for is the smallest file size with the maximum video quality.
Currently the size of the files are 4.11GB and 3.08GB

I have a media file see media info Image

I wanted to see if I could compress it further without much image quality loss.

Using Fast 1080p30 (preset to start off)
Did a test conversion with this and looked alright from what i could tell at least on my laptop.
Summary > MKV
Video > Video Encoder > H.265 10-bit (x265)
Audio > add all tracks
Audio > Codec > E-AC3 Passthru
Subtitles > add all tracks
Subtitles > Foreign Audio Search > deselect Burned in

Should I change any of the settings above?
What are the possible issues with these settings if anything?

HandBrake version (e.g., 1.0.0):
Version 1.3.1 (2020010400)


Operating system and version (e.g., Ubuntu 16.04 LTS, macOS 10.13 High Sierra, Windows 10 Creators Update):
macOS 10.14.6

Here's the encoded logs with my test. I'm happy with the 1.0 - 1.5GB file size that it was reduced to after the encoding. Just wondering if I missed something or the settings i have setup are good.

Taking you at your word, "the smallest file size with the maximum video quality", do not bother compressing it at all.

The maximum video quality you can have is the source, and encoding it with lossy encoders is not going to maintain quality. The question is, how much loss of quality are you willing to accept?

Frankly, starting with a downloaded file, the "quality" ship has already sailed and is over the horizon.

You certainly won't find maximum quality with minimum size with a fast encoder preset. Slower will get you better compression efficiency.

with the encoding setting i have any cons to have it setup like that?

Our suggestions are mostly irrelevant, simply because we don't know what is "unacceptable" to you. You're already running a video you downloaded from an unknown source, which usually means it's been compressed pretty badly already. But, as mentioned before, slower encoder presets take fewer "short cuts", and will render better, most of the time. For some sources, they'll look worse, though, and only you can tell whether that's happening.

The slowest one you can tolerate.

If you use x265, the "Slower" preset is the first one, where all the x265 magic is starting to happen. But, it takes a very long time to encode.
