Does CPU encoding benefit from a faster GPU?

I am about to build a PC exclusively for h.264 .mkv encoding in HB 1.3.0 using cpu encoding only. The build will include a 6 core, 12 thread Ryzen 5 2600 cpu. I'm hoping that this cpu will give me considerably faster avg. fps than the I5 3470s I am using now.

My impression is that an entry level GPU would suffice since I won't be doing GPU encoding in HB or any gaming with this pc. Is this right?

Correct. And even when using a GPU with hardware-accelerated video encoding, the video encode/decode hardware on the GPU is usually the same for a whole generation of graphics cards, from the lowest end to the Titan RTX equivalent.

Rodeo, you gave some very useful information that I'm sure a lot of us didn't know. I think it should be mentionned somewhere on the docs or pinned on the forums.
