I built 1.3.0 for Windows on Ubuntu 18.04 with these instructions: Building HandBrake for Windows. configure threw an error that ninja-build and ninja were required but not found. Yes, ninja-build is listed in the dependencies, but it isn't included in the copy/paste instructions for actually installing them.
After manually installing ninja-build, configure finished
I haven't installed 1.3.0, yet, but configure did create hb.dll, which I assume will be usable.
Whoever maintains the documentation should update the code snippet for installing the dependencies.
