Stutter Issue (Every 3rd and 4th frame is identical)

Description of problem or question:
I am trying to convert an AVI media file to a clean format for editing in Final Cut.
When I convert using "Constant Frame Rate" at 30fps (or any fps setting) I get stutter.
Specifically, if I advance the output file in VLC or Quick time one frame at a time,
I see that every 3rd and 4th frame are the same, which causes a jerky appearance on playback.
Here are some facts:
- MediaInfo says the encoding is MJPG at 30fps (details below)
- If I use "Peak Framerate" playback is smooth, but then FCP causes jerky conversion
- I get the same results for all combinations of codec (h264 and h265), framerate, and detelecine
Does anyone have a theory for the cause and remedy to try?

Is the source telecined? I see you have the detelecine filter enabled. When the input is telecined, the output of the detlecine filter will be 24fps.

Input seems variable framerate. This might be caused by the detelecine filter, or might just be a characteristic of the source.

Your source is not constant framerate after the filters you chose to apply, you asked HB for constant framerate output, and so the appropriate frame adds and drops were performed to make constant framerate output.

mduell - Thanks for spotting that in the log. I had a feeling the source might actually variable framerate given the success of the vfr encode test. OK - that helps a lot. Is there any reliable way to turn this into 30fps constant while minimizing stutter using handbrake. I see Final Cut has some blending options, but somehow it seems there should be some way to do a better job, such as just deleting duplicate frames. Do you know of any?

Try decomb instead of detelecine, and post your log from that attempt.

However, I would not expect decomb to help as it is not an interlaced signal.

Typically you should use decomb with the interlace detection filter. Then the decomb filter will only be applied to frames that are found to be interlaced. If you had used the interlaced detection filter, the log would have information about how many frames were interlaced which would have given us another datapoint to extrapolate from. As it is I'm not sure if your source is truly variable frame rate, or telecine, or some weird combination of things.

Have you tried encoding it and just leaving HandBrake set to variable framerate output? Is the motion smooth in this case?

Given your source averages just under 20 frames per second, if you must convert it to constant framerate with HandBrake for use in another editor, then you should probably use Constant Framerate at 20 fps, not 30. Otherwise you'll have to find other software with more advanced frame rate conversion possibilities (HandBrake is fairly good at reducing frame rate, but for increasing we're still doing basic frame duplication).

I was actually thinking he might need to move in the other direction. If it stutters at 30fps, that means the frame boundaries of the output are not landing close enough to the original frame boundaries. If the source is truly variable framerate, it may be difficult to pick a constant framerate that will be close enough, but increasing the framerate as high as possible will reduce the differences between original and output frame boundaries.

Hi Rodeo - yes, that makes sense. I've had decent-ish luck with Optical Flow blending in Final Cut Pro, so I guess I'll go with that for this one. Thanks (all) for your input.

Hi gents. Actually I had the same hypothesis when I started down this path and tried a few configurations using 60fps for the output, but alas it didn't improve the result.
