Are you sure you have a valid AVI file? The decoder doesn't think so.

It’s from a security camera, I can view it on my iphone with Vlc and other 3rd party apps, but not natively, I can also convert it on my iPhone to other formats, but I can’t find an app that will batch convert to anything higher that 1080p, I have 2 utilities in my phone that identify it as an .AVI file,

The release is 8 months old, try the nightly in case a newer upstream library can decode it.

security systems are unfortunately notorious for producing non-standard or just crap files. HandBrake often can't process these.
Your files 720P so HandBrake GUI wouldn't allow you to upscale it to 1080p anyway.

I just tried the nightly, no luck.

If you can provide a small (~2 seconds) sample, I will submit it upstream to FFmpeg.
