Building HandBrake
Does anyone have or know of a Docker container already setup to build HandBrake for Windows (both CLI & GUI)?

Well, I couldn't find one. So, I made one.

A base ubuntu docker image adding the requirements via apt-get is all you really need.
Or just as easy, WSL on windows 10 is easy.
GUI, Never tried the core windows images. Not sure how easy it is to get stuff installed into those.

Thanks, s55. That's basically what I did. Used the base image for the distro recommended in your build instructions, added the required packages. Worked like a charm.
Yeah, WSL would be nice, but the rig I use for transcoding is still on 7. Someday...
