I was wondering, is there a way to figure out what values to use for DRC and Gain for each video file?

Gain is a log scale, so start with +/- 1db and encode short samples until satisfied.

"Figure out" is a rather ambiguous request. s55 points to how you can do it by trial and error. If your intention was to have handbrake "automatically" "figure it out", then the answer is no.

I meant in order to keep everything around the same level 'standard' ie replaygain.

There is a proposed enhancement (not yet acted upon) to add automatic audio leveling to handbrake, but there is no timetable on it, as it requires some fundamental changes to how handbrake works.
But that would only be within the file being encoded, in any case; making a group of files use the same audio level isn't under consideration. And it isn't going to happen for an unknown period of time.
