If you convert a video to h265 and use the AMD hardware encoder (H265 AMD VCE) you lose the ability to skip/jump to any point in the video. I had the same problem, when I tried doing these conversion with plain ffmpeg on the command line and someone the net suggested adding -gops_per_idr 1 to the settings. This indeed fixes the problem with ffmpeg, but sadly not if I add that inside handbrake. The default of 60 seems to much maybe, but I am no expert, so really do not have a clue here.
So, is there a way to add that setting in the encoder with handbrake as well, and if so, how? Or in general, I did not find a usefull list of options I could use.
for reference, the video part of the (working) ffmpeg commandline looks like this:

just encode a video and use "H265 AMD VCE" for the encoder. You would need a recent AMD graphics card and drivers.
