Handbrake crashes on encode at 19.25%

Description of problem or question:
I've been trying to reencode this video footage taken from a twitch stream. I want to edit it but it is at a variable framerate that is incompatible with premiere.
I keep trying to use the default preset with just changing the desired framerate to constant at 23.976.
It starts out fine, but every time it reaches 19.25%, it hard crashes.

Steps to reproduce the problem (If Applicable):
Import file, set framerate to constant at 23.976, start it. and it crashes at 19.25% encode

HandBrake version (e.g., 1.0.0):
I'm using the latest. 1.1.1 64-bit

Operating system and version (e.g., Ubuntu 16.04 LTS, macOS 10.13 High Sierra, Windows 10 Creators Update):
I am on Windows 10 Home Version 1803

Try the nightly.

Also what does the windows event log say.

Same thing happens in the nightly build.

The following is from the stable build.
Looking at the Event Viewer, I see two Error Entries. One is a .Net Runtime Error, and the next is an Application Error.

The .Net Runtime Error states:

I attempted to reencode the video with ffmpeg as an alternative and it initially worked, but later in the video it fell out of sync again in Premiere. I am at a loss.
Could the crashes be because of .Net Runtime being out of date?

I checked and I have the latest version of the .NET framework. Ver 461808
So I don't think that is the issue.

So does anyone have a clue to why it crashes?

It'll either be the source file has a serious error in it, or something about it is triggering a bug in HandBrake.

In either case, we'd need a sample that reproduces the problem to be able to look into it.

I can provide a google drive link to the video in question.
It's just a twitch stream of a couple friends of mine going to the store.
It's a long video, almost 40 minutes.

I've also tried to transcode a portion of it at about 15min-end and it still crashed, this time at 2~%.

It plays back fine when I open it in MPC-HC, perfectly synced, but in Premiere Pro CC 12.0.1, it still dysncs even with the VFR support they added.
I'm just gonna go ahead and manually resync it for my project, but hopefully you guys will figure out what went wrong.

so I think I may have found what was wrong.
Occasionally, on my friend's stream, his phone's data will be spotty and the audio would cut out to pure silence. First time it does it is about 7:35.
That is essentially about 19~% into the video.

I don't know how exactly handbrake works, but I guess that the source video I'm using is corrupted in that way. Even if it plays back fine in a media player, it was problematic for handbrake and premiere. At least, that is my theory.
