H264 pixelated picture vs H265 clear picture

Please detail your question or problem in as much detail as possible:
I am trying to created a mp4 file in high preset and what I get is a pixelated picture when using the H264 codec but when using the same preset but with H265 the picture is clear. this issue doesn't respond to change in RF number at all.

Tell us about your environment. What version of HandBrake? What version of OSX are you running. etc.
