I would like to use HandBrakeCLI to encode TV recording (DVB-S). These are MPEG2 TS, and the aspect ratio can change frm show to show between 16:9 to 4:3. I have tried to play with a lot of combinations of
--strict-anamorphic, --loose-anamorphic , --keep-display-aspect , --custom-anamorphic
but the result is always the same: the resulting file has a constant aspect ratio which does not change when eg: the aspect ratio changes during the video clip ;-(
Any idea ?
keep aspect ratio changes during video clip ?

Not likely to happen, and it might be a nightmare to implement.

You may want to check out Don Melton's encoding scripts, He made up his own crop detection for handbrake. They're written for OSX, just a FYI.
