HD HomeRun recordings MPEG2 to H.264

Description of problem or question:
Hi everyone,

I have been using HandBrake for a while now but this is my first time to post a question on the forum. Therefore, please be patient with me. I am having some problems converting over the air standard definition HD HomeRun cartoon recordings (MPEG2) to H.264 MKV files. Unfortunately, I've played around with several settings on Handbrake but still get some lines around the edges which is why I decided to post on here. I believe these recordings are interlaced.

Steps to reproduce the problem (If Applicable):

I have tried the standard "Super HQ 480p 30 Surround" setting along with adding Decomb and Yadif deinterlace filters to the standard setting. As you can see from the log, the video is interlaced.

HandBrake version (e.g., 1.0.0):

Operating system and version (e.g., Ubuntu 16.04 LTS, macOS 10.13 High Sierra, Windows 10 Creators Update):

Your source may be Telecine. Play around with Detelecine.

Thank you for the quick reply. Unfortunately, that didn't seem to fix the issue. I am wondering if the dimensions are what are causing it. The original file is 704x440. Do i need do some cropping? Does anyone have any other ideas?
