Removing motion artifacts

Description of problem or question:
I recently upgraded from Handbrake 0.10 to the most recent version. Since that change, I have noticed a significant amount of motion artifacts that I've been unable to eliminate despite any of the encoding settings that I've tried. They are particularly noticeable on "busy" patterns such as checkered shirts, mesh chairs, building windows, etc. I'll be the first to admit that I'm not very knowledgeable about video encoding, so bare with me.

The source material is a DVD ripped via MakeMKV. I've verified that when playing the raw rip, no artifacts are present.

I've tried numerous quality and encoder settings, but none have made a difference. The attached activity log was for my final attempt where I tried Placebo level and Quality level 18. I've also tried both h264 and h265 codecs and a variety of encoder profiles.

Start with turning off Comb detect, set deinterlace method to "BOB", and forget about using "placebo" as the encoder preset, because it will faithfully replicate the problems of the source. Frame rate should be set to "same as source".

I had encoded at Placebo just to try to rule out anything else. I don't normally use that level.

Using the BOB setting didn't fix the issue, but setting Interlace Detection=Off and Deinterlace=Off seems to have helped.

Comb detection to OFF makes handbrake apply the de-interlace on every frame, not just those it looks like there is interlacing. But, if you then turn deinterlace off, that kind of defeats the purpose. Part of the issue with motion in interlaced frames is that objects are in one place during even scan lines, then in another in odd scan lines, from what is essentially "one frame". As I understand BOB, it takes the two half-frames and makes two individual frames out of them, at twice the frame rate.

Could you post the log from the latest encode?

Attached is the new actvity log. Also, here is the clip encoded with deinterlace off. Again, at the 05:23 mark you can see that the artifacts are improved. I think there is still an issue with audo/video being out of sync.

Just had a chance to look at this. The artifacts in question are moire. It's possible the pattern on the shirt is tripping up the interlacing detecting to think there's combing that needs removing, and doing so worsens the issue.

If you're certain your source is 100% progressive, disabling all interlacing-related filters is advised. If there's still moire in the output, the encoder is likely tripping up and/or needs a higher quality setting (more bits) to record the shirt pattern without artifacts.

Anyone have thoughts on the audio being out of sync? From my eye, I'd say it's off ~20ms, though I haven't done a detailed test. I'm happy to start a new thread if that would be better since disabling Deinterlace appears to have fixed the original video artifact issues.

In case it matters, none of these are issues that I've experienced prior to upgrading from v0.10.
