Please, advice about smallest film-video output file

Can anyone help me with settings to get smallest output file by converting an avi or mp4 film.
I am converting videos just to get more HDD space. Additionally, shorter converting time is also important.
Thanks in advance for any suggestion.

I will be very thankful if I get some ideas about setting giving smallest output file yet minimal converting time.

Your file is already frightfully compressed. It is at the lower end of SD resolution. Pretty.much is what it is.
