iOS 7 has unfortunately changed the subtitle options with the video playback.
I always encode 2 subtitles per language:
1. English SRT (for the forced subtitles)
2. English SRT (for the normal subtitles)
With iOS 6 i have had the 2 subtitles to chose:
1. English
2. English
With iOS 7 there is only 1 subtitle available:
1. English
It is only the SRT with the forced subtitles.
With ATV 3 (also wi the newest Update) i have still both subtitles available:
1. English
2. English
But on the iOS 7 devices it means at the moment, that i have only the forced SRT subtitle, and i can not use the normal subtitles.

I filled a bug report to Apple a month ago about this. You should send one too.

Btw, you can use Subler to set the forced flag on your forced track, so that iOS will remove it from the selection menu and automatically enable it when needed.

I just realized that my Ipad Mini (old version) running IOS 7.04 will not show soft subtitles (in a video encoded with Handbrake)--no option to turn them on.
I thought I could do so before with IOS6 but I don't recall for sure.
Is this a new bug in IOS7, that there is no option to use soft subtitles? Is Apple aware of the problem? Likely to be fixed soon?

Depends on what kind of soft subtitles you're talking about. If you're talking about DVD (vobsub) subtitles, then they've never worked on iOS devices. Otherwise, as always, an encode log is always appreciated.
