Not a violation of Terms of Use if a member of Prime, which allows for repeat viewings.

They give you a license to view the content from their service only, not to re-encode it or remove drm.

You mean like a BluRay license, which only gives you a license to view the content from their disc only, not to re-encode it or remove drm?

Transcoding a bluray may or may not be illegal and will vary from country to country and the content itself.
