Converting to lower resolution is NOT resulting in lower filesize !

I'm converting series videofiles from 1920x1080 to H265;1280x720.
I expect filesize will decrease, and mostly thats is true
but recently I found a videofile that hardly decreased
and today I even experienced a video file(1.5GB) that increased in size to 1.7GB
while converting to lower resolution with HandBrake 1.3.3.

I also converted the same videofile with VLC(Media;Convert), which resulted in a videofile with filesize 0.6GB
And that is strange because I believe that HB and VLC uses the same FFmpeg-kernel.

So, why is the filesize of the outputfile not always decreasing when I'm converting to a lower resolution ?

Your output size will depend on your source and the settings you use.

In your case above you could reduce your output size by increasing the RF. You could also try choosing a slower encoder preset.
