Lowering Frame Rate without Reencoding

Description of problem or question:
Can Handbrake change the frame rate of a video (with an audio track) from 50fps to 25fps without completely reencoding the video?



Steps to reproduce the problem (If Applicable):
Not a problem, really. This is just a question asking whether it is possible to use Handbrake to change the frame rate to one-half the original without completely reenconding the file.

You cannot change frame rate of a video without re-encoding (unless you're trying to make it slow-motion)?
