I'm transcoding Video Files from my Insta one x Kamera.
The files are 1080p 30 FPS with Bitrate of 53000.
The files are big, for example i get 2.5 Minutes of video 1.7GB.
I'm transcoding it with surface pro 7.
I did some test with all filters turned off:
Intel QSV takes about 2 Minutes to convert this file, and non QSV for example H265 takes about 35min.
Original file 824MB H264 53000 kb/s 30 fps
Result from Handbrake:
H264 Intel qsv Quality 33
Result Filesize 203MB 13000 Kb/s
H264 Intel qsv Quality 22
Result Filesize 765MB 50000 Kb/s
H264 Intel qsv Quality 28
Result Filesize 376MB 24000 Kb/s
H265 Intel qsv Quality 33
Result Filesize 184MB 11938 Kb/s
H265 Intel qsv Quality 22
Result Filesize 742MB 48000 Kb/s
H265 Intel qsv Quality 28

H265 Intel qsv Quality 22

What would be optimum setting?
I would prefer Intel QSV H265 because it will encode much faster, but i read somewhere that CPU Encoder is better.
I'm satisfied if i can get half the size of original file.

I tried QSV once, and never again. Yes, it is pretty fast.

Then you would use the x265 software encoder in Handbrake. Half the size of QSV for "roughly" the same quality.I'm satisfied if i can get half the size of original file.

The quality scales aren't really the same on the different encoders.
