Video Alignment

Description of problem or question:
After converting videos to H265, the video alignment is not correct. If the video is 4:3 it's less obvious but if you measure the black bars on either side, the one on the right is always wider. With widescreen, there's only a black bar on the right and for very widescreen, the black bar at the bottom is wider than the one at the top (see image attached). I've tried adjusting Dimension settings including changing the cropping but it doesn't resolve the issue.
HandBrake version (e.g., 1.0.0):
1.3.3 (2020061300)
Operating system and version (e.g., Ubuntu 16.04 LTS, macOS 10.13 High Sierra, Windows 10 Creators Update):
Windows 10 Pro - 10.0.19041
HandBrake Activity Log ***required***
