Artifacting around motion on a patterned background

Description of problem or question:
Hi all, new here.

I have noticed on a few movies (Toy Story 4, Dumbo, Onward) that when there is a ball or an object moving against a patterned background (like a ball rolling down stairs in Onward, like a window on the side of a house in Toy Story 4, like the trapeze moving against the structural supports of the circus house in Dumbo), there is always some amount of artifacting around it. It seems to vary, sometimes it's quite wide around the moving object, sometimes it is very noticeable, sometimes it is barely there.

Steps to reproduce the problem (If Applicable):
I set it to Matroska h.265 and then whatever the native resolution of the source is.
Set Filters->Detelecine -> Default
Set Video-> Framerate -> 60FPS, Constant
->Encoder Preset can be Slow, VerySlow, or Placebo
->Quality Set to Constant Quality:17
Audio is set usually to source quality or higher for Stereo.
Subtitles left alone.
Chapters left alone.
HandBrake version (e.g., 1.0.0):
1.3
1.3.1
1.3.2
Operating system and version (e.g., Ubuntu 16.04 LTS, macOS 10.13 High Sierra, Windows 10 Creators Update):
Windows 10 1909 Up to April Update.
Haven't tried it with Windows 10 2004 yet.


I am in the middle of an 8 day encode, but I can past this stuff when it is done.

As this relates to specific encodes, an encode log is of course required. Screenshots of the source and encode would be useful too.
