License of use

I know HandBrake is a open source free software for use.
I would like to know if I can use it for non-profit organizations such as the government etc.

You can find the text of the GPL license, and analysis of it, many places.

And, "the government" isn't a "non-profit organization", it's an "anti-profit organization", but it is still legal for it to use handbrake.
