Preferred tool for finding frame numbers?

I know there have been previous requests to add sub-second point-to-point encoding, but this is not one of them. I've seen the argument made that sub-second is not necessary because frames are available to trim by instead. And I agree - I prefer frames.

But finding the appropriate frame numbers to start/stop encoding is not easy. Most tools I've found won't give a frame number. VLC doesn't do it (they have a plugin but it is just based on the number of seconds and seems wildly inaccurate from my tests). I currently use Avidemux 2.5.6, which is nearly a decade old, to get my frame numbers to plug into Handbrake. It works, though not well.

Are there any other (preferably free) tools out there which will give frame numbers for H.264 video? I'm open to any and all suggestions.

MPC-HC, VirtualDub, and MeGUI can all do this.
