Only doing this since handbrake likes to transcode vidoes which sometimes take just as long as the file itself, is there software that can convert video files with minimal to no impact on quality? Or a way to make handbrake do that?

Handbrake is an Encoder that has minimal or no impact on quality.
If you are looking for a Muxer, VideoRedo for Window has a free trial.

Convert from what to what?

From optical disk to files on your hard drive, ripping software is good for that. Programs like MakeMKV will do no change at all to the video as they make MKV files. ffmpeg can copy between different containers with zero or a lot of change.

Define the problem space better.
