Hi! First video effort. I have transferred VHS to Mac and PC via Vidbox. Both have less video quality. What are best settings, or filter in HandBrake to enhance the video quality? Thanks!

You'll also want to deinterlace or detelecine. Are these home videos, tv shows, or movies? Depending on the type of video, you'll want to enable either decomb, or detelecine. For home videos and tv shows, you'll want decomb. For movies you'll want detelecine.
Use a set top dvd recorder or Advc 300, not a usb analog capture device. If you have FireWire, an old Canon Z-Series from Goidwill will do. That is actually great because you can run it through NeatVideo plugin for VirtualDub before encoding in Vegas.
That said, your tape is 4:1:1 -> 4:2:0 capture format = 4:1:0 output. What that nonsense means is don't expect any miracles in the reds.
