I'm trying to convert a 60 FPS HEVC video file to 30 FPS because I just learned that Apple TV struggles to playback 60 FPS HEVC video files.

I'm using HandBrake 1.3.1 on Windows with the 10-bit x265 encorder and I attempted to set a Constant Frame Rate of 29.97 FPS (original is actually 59.94) the resultant video file plays back with very jerky motion.

Is there a set of commands I can specify that will help with converting to 29.97 FPS so that the final video file has smooth motion?

The jerky motion is because you're removing every other frame.

What happens if you encode with x264 at 60fps? The bandwidth will be higher than HEVC, but the processor load is less. It will test if it's a bandwidth issue or decoder issue.

I'm not expecting 30 fps to be as smooth as 60 fps, but I do expect it to have the same cadence. As-is it is currently jerky as-if it is inconsistently skipping frames.

I have the same problem while trying to encode with x264 as well.

Try disabling decomb unless you really have interlaced 4K content (which would be very strange).

Also your encoder settings including the HDR copypasta is neither correct nor doing what you may think it is doing.

What would be the correct HDR settings or are they not necessary?

You'd have to analyze the source to find out. HB doesn't support HDR.

Not filtering may help, since you're getting some frame blending.

Any idea what is happening when I use those settings though?
The movies appear to playback in HDR10.
Are the standards for mastering HDR10 movies different from each other?
I thought that all HDR10 movies are mastered the same.

Also, disabling decomb didn't help.
Any other ideas about why 59.94 to 29.97 conversion isn't resulting in a steady cadence in the final output?
