Description of problem or question:
How do I remove these motion artifacts?
I've been mixing with Detelecine and Deinterlace (only built in options), but no luck.
I believe the source is NTSC.

Why did you think it was NTSC? It is not.

Obviously from your photo this source is interlaced. First thing, choose one of the '576' presets, you'll need one of the deinterlace/decomb filters. That may be a little trial and error.

That was the problem, it was NTSC imported as PAL. Thanks for the pointer!
